If you are interested in having a 4-H reptile or herpetology club/project in your area and your program doesn't currently have one available, it is really usually quite simple to start one.  Contact your county's 4-H office (usually run through your University or Department of Agriculture) and ask them what steps would be needed to start a club.  They will guide you through the steps that their county follows.  From there it is pretty much like the famous Field of Dreams movie quote says, 

"If you build it, they will come!"
